Mark Pikus, President, IECA
Mark brings eight years of PACE financing experience as well as over 25 years of commercial real estate finance experience to the IECA. Mark has been an early proponent of PACE initiatives since 2012 and has worked around the country financing and developing PACE programs. His expertise ranges from working directly with units of government, program administrators, and property owners in the origination, underwriting and funding of PACE projects. Mark was a main contributor in the drafting of the Illinois Property Assessed Clean Energy Act.
Anna Maria Kowalik, Senior Vice President, IECA
Anna Maria is responsible for the business development of the IECA program including outreach, education and marketing. She has been active in the commercial real estate and property management industry for over 25 years. At a REIT, Anna Maria oversaw portfolios of over 30 retail properties consisting of 3.4 million square feet, with budgets close to $250MM. She is an active member of industry organizations and chambers of commerce, and liasons with municipal, county and state governments. Anna Maria provides outreach to the C-PACE market and trade associations.
Jason Stringer, Vice President
Jason Stringer is responsible for business development of the IECA C-PACE program including program development, outreach, and education. Since 2015, Jason has been active in the C-PACE market where he led the development of the PACE Wisconsin program and provided guidance on best practices for C-PACE programs in Pennsylvania, Virginia and Illinois. He is a real estate and clean energy finance professional with nearly 20 years of experience spanning project finance, development, municipal relations and C-PACE program administration. Jason earned his bachelor’s degree from Michigan State University and a master’s degree in real estate & Urban Land Economics from the University of Wisconsin – Madison.
Janet R. Heintz, Secretary and Counsel, IECA
Janet has advised on PACE transactions and strategic business partnerships for over 8 years in addition to having been involved in the authorship of the Illinois PACE legislation. Janet is Assistant General Counsel/Corporate and Senior Vice President of a national real estate firm where she represents entities and sponsored funds in the primary business areas of PACE financings, commercial real estate bridge financings and investment advisors. In addition, Janet counsels on corporate structure, financing, marketing, insurance, miscellaneous human resource matters and other corporate wide initiatives. She is admitted to practice law in the State of Illinois and earned her BA from Purdue University and her law degree from Indiana University School of Law.
Holly Edinger, Program Manager
Holly is a program manager at Slipstream Inc. with 18 years of experience in community development, brownfields redevelopment and federal grant coordination. Holly is the manager of the Property Assessed Clean Energy (PACE) financing program for Wisconsin and serves as application processor for Virginia and Illinois PACE programs. She works to ensure compliance with state statues and program policies while driving investment into energy conservation on commercial properties.
Kimberly Johnston, Slipstream, Senior Marketing Manager
Kim has developed and implemented target marketing, education and outreach (ME&O) for PACE Wisconsin (2014-2019). Worked with stakeholders to develop the PACE Wisconsin logo and brand identity. She has also managed the PACE Wisconsin website, social media accounts, electronic communications with PACE target markets and eblasts to promote events, closed projects, key milestones and webinars. Kim created press releases, pitched articles and provided media kits to news outlets and trade media. She developed targeted messaging for C-PACE audiences and provided elevator speeches and talking points. She also developed and implemented a social media plan, inclusive of paid and organic posts, tile ads and keyword advertising. Kimberly created all print collateral, factsheets, sales decks, and trade show booth displays. She also worked with commercial property owners, capital providers, and developers to obtain testimonials for marketing purposes. She then created PACE Wisconsin video clips for promotion on the website and in social media accounts and developed stakeholder engagement activities for PACE Wisconsin.
Tim Mathison, Slipstream, Legal Counsel
Tim has over a decade of legal experience and five years of involvement with C-PACE. He serves as Slipstream’s senior manager for C-PACE programs. Tim’s background in real estate combines private practice, title, and public sector experience in Illinois and Wisconsin. He holds a J.D. from UIC John Marshall Law School in Chicago, a B.A. from the University of Wisconsin-Madison, and has completed additional legal study at Marquette University in Milwaukee and the Honorable Society of King's Inns in Dublin, Ireland. Tim is admitted to practice law in the State of Wisconsin.
